Housing is a Process

“It’s a process, not an event,” says Cameron. After staying outdoors, in abandoned buildings, and shelters over the last 2 years, he’s just moved into a home of his own in Chapel Hill. “I walked in, dropped all my stuff on the ground, that was the beginning.” Cameron was first connected to CEF in 2013 when our Chapel Hill office was still on Franklin Street!  “I heard about it and started talking to people in the [Opportunity] Classes!He met consistently with Advocates, seeking out employment and education opportunities that might expand his natural aptitude and skills for working with all things automotive—all the while, trying to procure and protect a safe place to sleep every night.

He was never really sure that he would have a place of his own.  “I thought it would take basically an act of congress.” An abandoned house that he organized as a temporary shelter for himself and his rescue dog Gizmo was often at risk. “I was actually not sure, because where I was—we were being threatened to have the house boarded up and I was getting a sinking feeling from having to deal with that again—always ill-at-ease.” It was an environment that often left Cameron feeling severely underslept and challenged to navigate tasks of daily survival alongside his ongoing pursuit of education, greater income, and housing. “Having to share with several other guys where I was, I didn’t like it a lot. I didn’t feel like I had much of my privacy.” 

Collaborating to Connect with a Scarce Supply of Housing

Cameron was able to secure his place through a program called Permanent Supportive Housing Voucher (PSH) managed by the Inter-Faith Council for Social Service (IFC) in Orange County. The program connects individuals that have experienced significant time periods of homelessness to affordable housing and supportive services. CEF identified Cameron as potentially eligible for the program and helped him to navigate each step of the process! Cameron describes CEF as a “force-multiplier.”  “If it hadn’t been for CEF I probably wouldn’t have known [about the voucher].”

Cameron worked with CEF Advocates and Debra Vestal, IFC’s PSH Case Manager, to successfully find and move into housing. Permanent Supportive Housing is a key part of the Housing First approach that understands that “people need basic necessities like food and a place to live before attending to anything less critical, such as getting a job, budgeting properly, or attending to substance use issues.” CEF has worked with the Orange County’s Partnership to End Homelessness  to increase collaboration, assessment, and prioritization for the limited supply of PSH vouchers for people like Cameron in the past few years, yet resources are scarce. The HOME Task Force helps to coordinate services and housing for these vouchers but HOME currently has a list of 60 other families that are waiting and working towards the opportunity to have a foundation to move beyond what Cameron calls “survival mode.”

Foundations for the Now

It’s “surreal, very surreal,”  he says.  “I don’t really show it on the outside but I’ve heard myself say I’m happy—I’m glad.  I know I feel a lot more relieved.” Having a safe and comfortable place to sleep each night is essential. For Cameron, it’s a new beginning and the foundation of things to come. “It felt so much better, I felt like I woke up more refreshed, less stressed. Things just kind of took a 180… When I go to the fridge. I think, ‘Hey I was out in the woods not too long ago!’ I don’t even have to think about that anymore. I can cook my own food, which I like to do. I can have hot-served-food and shelter.”

Community and Identity

Sharing in community is a part of how Cameron moves through the world, tapping into his different strengths and abilities. At CEF’s Financial Independence Day this summer, Cameron was honored for his participation and leadership at Opportunity Class and was inducted as a CEF Alumni Ambassador. He has been to over 100 classes, and now often acts as a co-facilitator for class discussions alongside lead facilitator, Mike Wood. He comes each week, helps to set up the room, and is always eager to share and support anyone who comes. “One of my things, is try to be encouraging—to point out the things that they are already doing… ‘Don’t let it discourage you.’”

Cameron is also an artist; his backpack is often filled with a mix of mechanical sketches and abstract designs. The creations were featured in the CEF Art Show last April. “I found it very enriching, I was grateful for the opportunity to show it. Whoever came by seemed to like the flow of it, a lot of people there were able to get a positive result.” His process often combines elements of found-art and collage with vibrant patterns and design.

Cameron is also a regular and co-facilitator at Talking Sidewalks, a weekly gathering of CEF Members and Advocates who come to share life stories, teachings and thoughts in a communal and supportive space. “Here everyone’s giving a voice or an opinion—how we feel—people like that; a soundboard… we come to a place where we can put out our feelings and thoughts and sit and talk and voice.”

Foundations for the Future

Cameron can most always be seen with his sidekick dog Gizmo, one of CEF’s unofficial canine mascots. Gizmo seems to also be enjoying the benefits of the new home that they now share: “I think he’s as happy as I am. I think wherever I am he’s happy to be.” Even more, Cameron doesn’t have to worry anymore about leaving Gizmo at a campsite as he pursues his next step, heading back to school.

“I’ve been working on trying to go to school, and I think having a place will definitely be better, have more advantages. I’ll be more at ease.”   This summer he secured grant funding and enrolled in an automotive program at Durham Tech. Previously, Cameron started an automotive training program while still living in the woods, trying to advance his career and make a way for himself. This time around is really different with a secure place to live. Cameron is doing great in his classes, and is able to focus, concentrate and study.

Cameron’s home is the foundation for greater education and the chance to pursue lifelong dreams of working as an automotive mechanic. It’s also a place where he can just enjoy the small things, like making a good meal for himself and his friends. “[We] bought some peppers, some salmon, a red onion, some oil, some romaine lettuce… They took the romaine lettuce and they cut it in half, and I knew how to cut peppers. I basically made this semi-elaborate meal. A really decent meal that I made with sea-salt! I’m trying to do more healthy eating now—sea-salt, brown rice not white rice… It just makes me appreciate now, having come to a better place now.”

Paige is a Homebuyer

CEF matched savings accounts support Members in reaching goals all along the continuum from homelessness to homeownership! We launched a new program in 2016 to support first-time homebuyers with Reinvestment Partners and the Duke Homebuyers Club.

Paige was one of the first 5 CEF Members to successfully purchase their own home! Paige worked incredibly hard and with amazing focus to reach her goal in just ten months. In addition to her full-time job at Duke, she worked extra jobs in order to stay on track with her financial goals. She participated in CEF’s Financial Coaching program and was able to pay off debts and improve her credit score, qualifying her for an affordable mortgage. Meanwhile, she successfully saved for her down payment and closing costs, receiving a dollar-for-dollar match from CEF!

Paige is proud to be a homeowner. Some of the best parts? Her mortgage payment is actually cheaper than her rent payments were, and she is building an asset for the long term!

Antonio

Antonio tells a story like no other, weaving in about four other stories on the way to telling the one he started with. The son of a teacher and a veteran, he loves history and has a passion for helping his community.

Antonio came to Chapel Hill after losing his job in Kinston. He moved into the IFC shelter and quickly connected with CEF through two other residents. A chronic health condition prevents him from working full-time, so Antonio’s Advocates helped him navigate the application for disability benefits while also supporting his search for part-time employment.

His benefit application was approved! Next, Advocates connected him with Caramore, a supportive employment and housing program where he now works and lives. “Y’all helped me to save money. Y’all helped me acquire affordable living.”

Antonio loves music and grew up playing by ear on his aunt’s antique piano. He was one of the first to join the CEF Advocacy Choir, sharing, “I think being a part of CEF is a way of showing that you want to make a difference in your community.”

Unlocking Doors for Affordable Housing

 “I’m sorry, we don’t accept vouchers”—this is what CEF Members and Advocates often hear when they call landlords searching for an affordable place to live.

 

Over the past two years, in Durham’s rapidly-changing housing market, CEF has been working strategically to find ways to bring together the voices of voucher-holders and landlords to listen, understand, and work towards systemic change. In 2016, in partnership with Durham Mayor Bill Bell, we began organizing a series of Landlord Roundtables. This created the Unlocking Doors Initiative, a coordinated system of support for both landlords and tenants that includes crisis intervention, assistance with inspections, a dedicated phone line, as well as a risk mitigation fund.

We are proud to share just a few of the things that came out of the 2017 Mayor’s Landlord Roundtable, which was attended by over 165 people (over 50 landlords and 90 community organizations):

  • Restored Access to New Vouchers: As a result of the event, Durham Housing Authority un-froze a referral pipeline prioritizing people who are ending their homelessness. We set a community goal of leasing up 30 households using Housing Choice Vouchers.
  • Prioritized Housing Issues for Mayoral Candidates: All four Mayoral Candidates attended the event and worked with us to articulate and publish platforms specific homelessness and affordable housing.
  • Public and Community Awareness: News coverage in Indy Week, WUNC, and The Durham Herald Sun has increased chatter and public understanding of housing vouchers and affordable housing issues. The video at the top of this page was produced by CEF and has been watched by over 1000 people!
  • Aligning the Durham Housing Authority with Community Needs: More than ever, the Durham Housing Authority has been engaged in community conversations, and landlords have been engaged in mission-driven affordable housing conversations.
  • Drawing Attention to a New Tenant Protection Initiative: The event was a platform for Legal Aid of NC to make a high-impact announcement of their new eviction diversion initiative.
  • Encouragement to Keep Going: The most resonant piece of feedback we heard from the 2017 Roundtable was the affirmation of continued open, honest conversation.

We are committed to continuing to bring a collaborative, relational approach to local advocacy conversations, that create real system changes to preserve and expand housing access for CEF Members.

  • INDY Week, July 12, 2017 — SECTION 8 VOUCHER HOLDERS ARE HAVING A HARD TIME FINDING HOUSING IN DURHAM
    • “Since last year’s roundtable, landlords have given feedback on the issues they’ve had with the housing voucher program or reasons why they don’t participate. They said it took too long for tenants to move in after vouchers were accepted, that the waiting period for inspections was too long, and that communication was poor with the DHA.
      In response, the DHA has reduced the time it takes to conduct an inspection of a Section 8 property to one week, down from three. Additionally, the Unlocking Doors Initiative has set up a phone line for questions about the program. The program is also starting a Risk Mitigation Fund to help landlords fix damage caused by tenants that will cover up to $2,000 in damage beyond a tenant’s security deposit.”
  • WUNC 91.5,  July 17, 2017 — THE SEARCH FOR AFFORDABLE HOUSING IN DURHAM
    • “So we had about 200-300 available vouchers we actually could lease out, and we had 6,500 people apply,” said Scott. The Durham waitlist for those 200-to-300 available vouchers was whittled down to 1,500 applicants. But landlords have to want to rent to low-income Section 8 tenants.”
  • The Durham Herald Sun, July 12th, 2017 CITY TO DURHAM LANDLORDS: HELP US HELP THE VULNERABLE
    • “‘It’s heartbreaking when I take them place to place to find a home,’ said Tucker, a peer support specialist at Carolina Community Support Services Inc., which helps families struggling with mental health and other issues. ‘Working with them and seeing the hurt on their face.’ The challenges, she said, include finding a landlord who will accept the voucher. Some charge too much. Some fear their property will be torn up.” “The [Durham Housing] authority recently started holding quarterly landlord sessions, Scott said. Later this year, the Unlocking Doors Initiatives will launch a fund that will cover up to $2,000 in property damage beyond the security deposit. The Housing Authority also created new landlord orientation and materials, and the initiative is offering support for tenants before and after the get housing. “

Earl

Growing up and Getting Started

No Matter What. That is what the bracelet on Earl’s wrist reads.  Earl has been sober for 15 months and counting but his memories are fresh from when that was not the case. Earl has been meeting with his Advocate Steven in the Chapel Hill office, pursuing savings and securing employment alongside a 12-step recovery program.

Born in Charleston, South Carolina, Earl grew up in a large family. “My mother and father had 12 kids, my father was a hardworking man… I’ve seen a lot of things in a young stage that’ve helped me become the person I am today…There was a lot of love,” shares Earl, but “I grew up in an unstable home.” Earl recalls how certain things shaped his relationship with finances. Where I’m from it wasn’t just about savings, it was about trying to survive… my father never had a bank account, never wrote checks so my mother didn’t either.

When Earl first came to CEF in March of 2016, he was skeptical. “You know, I wasn’t sure about what, you know, I could get from CEF. But I found a lot of students from UNC—they really care about the community. They volunteer their work. I know that when people volunteer their work, they’re here for a purpose… I remember my first day at orientation, it started right then and there. There was so much that they offered me to do. They put the guidelines for what I can and can’t do but it was up to me as an individual to follow those guidelines. It was like being in school, if you don’t do the assignment, what’s the good of being in class.

Finding Work and Financial Stability

At CEF, his consistent Advocate meetings manifested into a successful job search where Earl secured full-time employment at the Carolina Ale House. “The job search it was an experience, most of the jobs I had were daily paid labor. I understood I didn’t want that type of job anymore”.  Although the restaurant recently closed, he feels more prepared now for the job search than he did before. “We’re not finished yet. We’re looking for a job. But now I know how to approach it. He’s (Steven’s) already setting the guidelines for me, he’s already helping me prepare for tomorrow… That’s what I learned from CEF. Preparing myself for the future.”

Earl also spends his meetings with Steven working on finances, which includes disputing debts and created payment and budget plans. By making consistent savings deposits, Earl has saved just shy of $4,000. “I came by Tuesday and put $500 in my savings because I know it’s the right thing to do. I love the idea, I really do, of having a savings account.” Earl also opened a bank account at Coastal Federal Credit Union to build even more savings and have access to a checking account! Now, I go to a bank and they know my name. ‘Hey Earl, how you doing Earl?’  Even when I’m not there to cash a check I still go in there, talk my banker, talk about ball, talk about how my life is going.” Earl told us that his banker even offered to be a reference for prospective employers, “she sees something in me that I didn’t see when I first started to open my bank account.”

It’s About Relationships and Family

Earl is paired with Steven but that does not stop him from building connections with other CEF Advocates. “I gave a couple of advocates some names like ‘Sarah Salad,’ ‘Sarah Hotdog,’ ‘Chocolate Ice Cream’, you know, because that’s the kind of bond I built with them.”

Earl only has words of praise for Steven. “It’s all about the relationship that I built with Steven has helped me focus on things in life that I know I am able to achieve…he always has great things to share with me. He always gives me that positive motivation.” More than anything, Earl believes the key to success is partnership. “I don’t want a handout. Just give me a hand… Show me, guide me, pull me along the way.  Just give me that, “you can do it.” That is the hand I need.”

So what exactly is Earl saving for? Family. “I have 3 sons, 3 grandsons and we have never all been together at one time…We’ve never been together. Every day I get a little older. We’ll get together and play a game of basketball…That’s one of the reasons I’m trying to save some money too. One day man, one father’s day man, there’ll be that love, that unity.”

MAYOR BILL BELL TO HOST THE 2017 MAYOR’S LANDLORD ROUNDTABLE

A community gathering regarding housing vouchers and affordable housing

Mayor Bill Bell will convene the 2017 Mayor’s Landlord Roundtable—the second annual gathering of landlords, Durham Housing Authority (DHA) leadership, non-profits and community members—to continue a discussion about housing vouchers and affordable housing in Durham.

The Roundtable will take place on July 11 from 10:00am to 11:30am at the Temple Building in downtown Durham. The event is organized by the Unlocking Doors Initiative—a partnership working toward affordable housing in Durham—and will be open to the public. An RSVP is preferred but not required. Over 130 people attended last year, including 48 landlords and property management companies and representatives from over 50 organizations.

A roundtable conversation with landlords and property managers on how the private sector can engage in affordable housing efforts will be the focal point of the event. After a short welcome from Mayor Bell, the Durham Housing Authority CEO Anthony Scott will provide an update on their progress since the 2016 Roundtable. The Unlocking Doors Initiative will also provide opportunities for landlords to create affordable housing partnerships with area nonprofit organizations.

The event will also be an opportunity for community members to learn about and show support for Housing Choice Vouchers. Previously known as Section 8 Vouchers, the program is administered by the U.S. Department of Housing and Urban Development (HUD). HUD describes the program as “the federal government’s major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.” Vouchers are considered a tool to end homelessness and increase affordable housing opportunities.

The Roundtable takes place as Bell enters the end of his tenure as Durham’s mayor. It also takes place soon after the City awarded a $4 million grant to DHA to repurchase Fayette Place and after the Durham City Council approved an increase to the City’s dedicated housing fund. City Council and the four mayoral candidates Farad Ali, Pierce Freelon, Kershemia “Shea” Ramirez and Steve Schewel have received personal invitations to the event.

The Unlocking Doors Initiative is a partnership initiative between local landlords and property managers, the Durham Housing Authority, and area non-profits. A main goal of the initiative is to increase landlord partnerships with tenants who are returning to permanent housing after a period of homelessness, using housing vouchers as a tool.

The CEF Advocacy Choir sings to close out the talk, with an original song about the joy of finding a home after experiencing homelessness.
