2023 was a year of change. Our country was trying to move on from, and even forget, COVID, while many in our community were and are still dealing with its impacts. Our members were their creative, resourceful, and whole selves while navigating an ever-changing world.
We, as an organization, tried to help with that navigation by using American Rescue Plan funds, granted to us by the City of Durham and the Oak Foundation, to help Members clear some of the housing debt that they acquired due to COVID.
This money helped our Members stay in their homes or clear debt to move somewhere more affordable and also highlighted the need for longer-term stability. We also hired an advocacy manager to design a plan of where our advocacy should and could go, including the start of tenant unions.
This will put power back in the hands of the people most affected by the issues of housing and financial instability. We also worked towards closing the racial wealth gap through our First Time Homebuyers program, in which our Members’ savings were matched by Metlife for Durham and Town of Chapel Hill for Chapel Hill and put towards a first home.
We believe in a pathway from being unhoused to homeownership and want to support that through providing information, gathering documents, and providing funds for down payments. We are looking forward to supporting our CEF community in 2024.
CEF Executive Director Donna Carrington commented on the petition regarding the Enforcement of Quality-of-Life Laws in the Community during the Town of Chapel Hill Town Council meeting on Wednesday, September 11, 2024. In reflection, she shared, “It was crucial for me to speak because I understand the implications such petitions have on our community. Our unhoused individuals are often arrested for ‘quality of life violations,’ and it feels like our community is a place wanting to get rid of people instead of being solution-minded.”
Donna expressed concern over the increasing criminalization of homelessness. “I think it’s essential to address this issue openly,” she noted, acknowledging that her discomfort with public speaking only underscores the importance of the topic. “When I speak, I hope people understand the significance of what we’re facing. I knew that if I spoke, people would recognize its importance because I don’t like public speaking, and for me to do it, it has to be an important issue.”

CEF offers paid full and part-time Summer Internships for community members interested in deepening their skills, expanding their knowledge of community resources, and working directly with CEF Members on their goals.
CEF’s Durham office is also seeking additional volunteer Advocates this summer! Advocates volunteer at-least 2 hours/week, working directly with Members as they move forward with their goals.
Both Interns and Advocates will receive in-person training and have staff available to support them throughout their time at CEF.

The Community Empowerment Fund received funding to support Durham residents in settling housing related debts related to COVID-19. This includes past-due utilities, past-due rent, mortgage delinquency, and eviction costs. There is no limit to the requested amount; however, all debts must have been accumulated AFTER February 2020 and the Housing Debt Assistance Fund can only be accessed once. Currently, funds are only available to people who did not receive assistance from the Durham Emergency Rental Assistance Program or another rent relief program. In July, funds will be open to anyone who qualifies, even if they have received previous assistance from other funding sources.
This month, Imanie would like to highlight the Fair Housing Project of Legal Aid NC. The Fair Housing Project works to eliminate housing discrimination and to ensure equal housing opportunity for all people through education, outreach, public policy initiatives, advocacy and enforcement. Informational materials are available on their website.
If you believe you are a victim of discrimination in housing, contact the Fair Housing Project for assistance at (855)-797-3247 or by email at info@fairhousingnc.org. They can assist you in filing a complaint with the U.S. Department of Housing and Urban Development (HUD) or other appropriate administrative or judicial bodies. They can provide free and confidential legal consultation about specific situations.
Durham County Resource of the Month:
This month, the Durham office would like to highlight StepUp Durham. StepUp Durham offers a variety of employment readiness workshops that teach the skills needed to find and sustain employment. The classes are designed specifically for individuals facing barriers to finding employment, such as a criminal background or gaps in employment history. StepUp connects job seekers with StepUp partner employers while participants execute the skills they have learned to further their own job search.

In partnership with consultants Jaclyn Gilstrap and Hope Tyson from A Visual Approach, CEF’s strategic plan is presented using an adaptation of an “Objectives and Key Results (OKR) Framework.”
At the highest level of the strategic plan, the Big Goal and Key Contribution articulates CEF’s vision of community and its mission. These components are the guiding light of the strategic plan and connect the various areas of CEF’s work to the organization’s mission and its greater purpose in the community. In addition to the Big Goal (CEF’s Vision Statement), the survey data showed that Staff, Members, Volunteers, Board, and Community Leaders across the board saw an essential part of CEF’s efforts to be centered around Building Joyful Community. It was mentioned so often that it has risen to the level of the Big Goal. It is a complement to and expansion of the Big Goal, a doubling down and a re-commitment to this essential component of the organization’s character and culture.

In order to achieve the Key Contribution, CEF believes that it must work towards all of the Objectives outlined in the strategic plan. The Objectives are significant and concrete, and there is a word attached to each that explains not only what the goal is but how it should be achieved (responsive, strong, adaptable, impactful, growth). As a whole, the Objectives make up the key areas of CEF’s work. The relationship between them is illustrated by the visual framework (FIG 1).
As we move forward in the direction of 2025, our organization is sure to experience many shifts and changes. This document is meant to help us navigate those changes, assisting us during times when decision-making feels hard and priorities are overwhelming. We thank each and every voice that contributed to this collective vision for CEF.

In your own words, how would you describe the work you do at CEF and why is it important?
I am the Member Services and Programs Manager for both the Chapel Hill and Durham Offices. In my role, I support program staff, guide program strategy, and manage reporting for Member services and Advocate programs. I support and work collaboratively with staff, Advocates, and Members to promote learning and growth.
What led you to work with CEF generally, and also in this particular role?
CEF’s leadership, commitment to community, racial equity, and economic justice foci were all driving forces that led me to work with CEF. CEF’s focus on relationship building and providing services no matter where Members are on their financial or life journey was also appealing. While crisis services are important, we also have to work collaboratively as a community to think about services that foster long-term sustainability.
Tema Okun on Her Mythical Paper on White Supremacy
Last month, on the Deconstructed podcast, Tema Okun revisited her 1999 paper on White Supremacy Culture. Tema discusses the impact of the original article, its misuse, and her 2021 website that works to bring clarity on her intentions for the article and provide tools for each of us working to dismantle white supremacy.

This month, Imanie would like to highlight the NC Diaper Bank. The NC Diaper Bank distributes hygiene products through established agencies that work directly with families. Partner agencies in Orange County include the Compass Center, El Centro Hispano, Orange County Health Department, and Orange County DSS. Diapers, feminine hygiene products, and/or adult incontinence supplies are available to clients enrolled in programs at these agencies. At the Compass Center, families may pick up diapers Monday, Wednesday, or Friday from 12:00 PM until 2:00 PM.
Durham County Resource of the Month:
This month, the Durham office would like to highlight the Holistic Empathetic Assistance Response Team (HEART). Durham has four new crisis response pilots operating under the name “HEART.” The intention of these pilots is to “connect people experiencing non-violent mental health crises or quality of life concerns with the right care by sending new responses that better match residents’ needs.” The program consists of the following teams:
Crisis Call Diversion: embeds mental health clinicians in Durham’s 911 call center
Community Response Team: dispatches unarmed 3-person teams as first responders to non-violent behavioral health and quality of life calls for service
Care Navigation: follow-up after initial contact with first responders to connect folks with community-based care
Co-Response: pairs clinicians with Durham police officers to respond to certain calls that pose a greater potential safety risk

We will be honoring the leadership of six amazing Black Queens from our community and enjoying the artistic talents of CEF Members including paintings, pottery, woodworking, mixed media, textiles, and more! The event is free, but capacity is limited.

The Development & Communications Manager will lead development and communication efforts as CEF continually grows its reach in the community. They will be responsible for sustaining CEF’s development strategy through grants and contracts management, funder relationships, communications stewardship, and donor campaigns and events; creating and posting content to CEF’s social media platforms; creating a monthly newsletter; producing CEF’s Annual Report, and managing all communications and grant processes and documentation. Although most responsibilities may be carried out remotely, some on-site work should be expected, especially for events. The Development & Communications Manager will report to the Executive Director and may supervise volunteer Advocates and Summer Interns. They are a key member of the Senior Leadership Team.

The Finance & Operations Manager will report to the Executive Director, lead the Finance Committee, be an active member of the Resources & Financial Coaching team, and is a key member of the Senior Leadership Team.
The Advocacy Manager position is a cross geography position that is tasked with managing CEF’s advocacy initiatives, in alignment with CEF’s Strategic Plan. They will work with the Executive Director and frontline staff to determine overall advocacy goals and will provide guidance to ensure CEF’s mission, guiding principles, and values are represented in targeted campaigns and that campaigns and initiatives center on those with lived experience, especially CEF Members. An ideal candidate will not only be passionate about equitable and affordable housing but have demonstrated experience in inspiring others to get involved and advocate for safe and affordable living conditions. The Advocacy Manager is a key member of the Senior Leadership Team.

The CEF Homebuyers Program has been developed to assist Orange and Durham County residents in overcoming barriers to homeownership and transitioning into safe, permanent housing. By supporting Savers in achieving financial stability and building equity, the program is intended to serve as a tool for lessening the racial-wealth gap in our community.
The Homebuyers Program has three components:
- Financial Coaching
- HUD-Certified Homebuyer Education
- Homeownership Matched Savings
To be eligible for participation, community members must meet the following criteria:
- Live in Durham or Orange County
- Fall at or below 80% of the Area Median Income as determined by the U.S. Department of Housing and Urban Development.
- For the duration of the program, remain listed as a tenant on a rental lease agreement.
Who is encouraged to apply? This program is best suited to community members who see themselves living in the are for five or more years and have been stably employed for over one year. Those receiving Housing Choice Vouchers in Orange County are encouraged to apply, as the Orange County Housing Authority has recently established a Housing Choice Voucher Homeownership option. This month, Imanie would like to highlight Families and Communities Rising. Families and Communities Rising offers children’s programs and family support in Orange and Durham Counties including resources to help families find and afford childcare, literacy, and therapeutic services for children.
They offer multiple programs including:
- The Durham and Orange County Head Start and Early Head Start programs – free daycare and pre-K for children birth to Kindergarten age.
- The ARCH National Respite Network – respite day care for caregivers who need a break.
- FRIENDS National Center for Community-Based Child Abuse Prevention (CBCAP).
- KidSCope – Painting classes, wraparound and therapeutic services for children.
- Orange County Family Resource Centers.

Durham County Resource of the Month:
This month, the Durham office would like to highlight the Senior Community Service Employment Program (SCSEP). The SCSEP works to get low income seniors into the workforce. Partnering agencies/employers train participants on-the-job, while SCSEP pays for their work at the company. While working, seniors gain job skills and some short-term income, and ideally permanent employment with the placement site.
To be eligible for the program you must be unemployed, 55 years of age or older, income at 125% of the poverty level or below, and have a valid ID and Social Security card.
Participants usually work with several host organizations (4-6 weeks at each) to learn a diverse set of skills. Participants also always have the support of the National Caucus and Center on Black Aging- SCSEP staff if counseling is needed. For North Carolina residents you can sign up here and a representative will be in contact.

We asked Emily a few questions about her role at CEF:
In your own words, how would you describe the work you do at the CEF and why is it important?
“While providing direct financial assistance is not CEF’s primary mission, we do have a pool of resources dedicated to supporting Members as they work towards their goals. This pool is growing to include a homebuyers savings program and eviction debt assistance fund. As the Member Assistance Funds Manager, I will be responsible for developing an equitable and transparent process for distributing these funds as well as working with Members and Advocates to ensure that they know these resources are available.”
What experiences, strengths and skills do you bring to this work at CEF?
“As a social worker, I have been trained to approach my work through a lens of systems thinking, and I feel I naturally bring a level of empathy and vulnerability to this role. However, I am most grateful for my previous experience as an Advocate. The role required me to “take off my professional hat,” decenter myself, and learn from the wisdom and experience of Members. I plan to approach my Staff role in much the same way. I’m excited to continue building on the relationships that I established as an Advocate!”

Orange County Resource of the Month:
This month, Imanie would like to highlight First in Families NC (FIFNC). FIFNC is a grassroots family support initiative founded by families looking for new ways to provide and receive support. They support individuals and families living with disabilities to meet self-determined wellness goals, by leveraging relationships and resources, and encouraging reciprocity in their communities.
FIFNC offers a wide variety of programs to complement formal services, help when other support is not available, and serve as a bridge to the community.
Lifetime Connections offers unique support and planning services for people with disabilities and their families, tailored to the individual. This includes working with lawyers, financial planners, and helping establish personal networks.
This month, the Durham office would like to highlight El Futuro. With offices in Durham and Siler City El Futuro provides mental health services and substance abuse treatment for Latinos. Clients will experience an environment sensitive to Latino culture and find services to address their unique needs.

Are you passionate about building relationships and making a positive impact in your community? CEF is seeking kind, collaborative individuals with the curiosity to drive their professional growth. We are currently hiring for two positions, Member Services & Programs Manager (MSPM) and Member Services Coordinator (MSC)- Durham.
The MSPM is a key position at CEF requiring a strong background in management. This position is focused on supporting CEF’s program staff in Durham and Chapel Hill and guiding program strategy. The MSPM will represent CEF in city-wide coalitions, provide supervision to CEF’s core program staff, manage data & reporting for Member Services and Advocate programs, and further the mission and vision of the organization as a member of the Executive Leadership Team. This position will have responsibility onsite in Durham and Chapel Hill, with flexibility for some off-site work. This position will report directly to the Executive Director.
The Member Services Coordinator (MSC) position is a part of the core program staff and co-leads CEF’s Durham office. The MSC stewards all services provided to CEF’s Members in the Durham office and works collaboratively with the leadership of CEF’s Chapel Hill program to ensure consistent and equitable services across our two geographies. The MSC also maintains CEF Durham’s relationships with a wide variety of local service providers, and represents CEF in collaborative spaces within Durham County’s human services systems, and will manage special projects specific to the Durham geography. This position works closely with the Durham staff team to support office operations, including providing in-person support in the office several days a week, facilitating and supporting teams of volunteers, supervising staff and interns, and participating in and co-facilitating regular staff team meetings.

To be nominated your Black Queen must identify as a Black Woman and live or work in Durham or Orange County, NC. The Black Queens in our community stand out as warriors for affordable housing, criminal justice reform, breaking barriers to access, and so much more. After the nomination deadline CEF Members will decide who the Black Queens are and they will be honored at an event on February 25, 2023 at the Carrboro Century Center. Orange County Resource of the Month:
This month, Imanie would like to highlight the Orange County Eviction Diversion Program. Orange County residents and families facing eviction can seek assistance through the Eviction Diversion Program (EDP). The EDP can help with eviction cases and accessing Emergency Housing Assistance funds for rental assistance, past due utilities, deposits, and application fees. Orange County residents may have a lawyer review your case and offer legal advice for free, but representation is not guaranteed. To learn more or find the intake form click here.
Durham County Resource of the Month:
This month, the Durham office would like to highlight the Low Income Energy Assistance Program (LIEAP). LIEAP is a federally-funded program that provides for a one-time vendor payment to help eligible households pay their heating bills. Households with a person aged 60 or older or a disabled person receiving services through the NC Division of Aging and Adult Services are eligible to sign up for assistance from December 1 through 31. All other households may apply from January 1 through March 31 or until funds are exhausted. Households that meet the following criteria may be eligible:
Have at least one US citizen or non-citizen who meets eligibility criteria.
Meet an income test.
Have reserves at or below $2,250.
Be responsible for its heating costs.

Join us on November 14, for the first in-person Piggy Bank Bash since 2019. We will be at Vimala’s Curryblossom Cafe, sharing updates and building deeper connections with the wider community. The OCO facilitates Member-led advocacy efforts including monthly Time + Talents meetings, marches and rallies, etc.
“The bulk of my work is focused on identifying and building out resources for the community to expand the way that CEF can support Members. My long-project is focused on a Homebuyers Program, where we are trying to work with other local housing organizations to try and expand access to home ownership!
I worked as an Advocate for multiple years in the Durham office, so that introduced me to CEF’s work. I think in particular, I learnt to slow down and hold space for Members, peers and myself. This is a skill I hope to continue to develop through the next few years. In addition, I think that I can be extremely reliable, and hope to bring this constancy to my work at CEF.”

A federal appeals court has temporarily halted the Biden Administration’s Student Debt Relief plan, but you can still fill out the application! Filling out the application now will expedite your debt relief later if the courts rule in favor of the Biden Administration. The application takes less than 5 minutes with no login or documents required. Individuals who made less than $125,000 and couples who made less than $250,000 in 2021 or 2020 are eligible. After you apply, the Department of Education will determine your eligibility or contact you if more information is needed. Your loan servicer will let you know when your relief has been processed. This month, Imanie would like to highlight the Triangle Veteran’s Bridge Home. Veterans Bridge Home connects Veterans and their families, in any state of transition, to the community. Through a network of partners, Veteran Bridge helps Veterans navigate employment, create social connections, and settle their families. Meet on the Weaver Street lawn, September 25 at 2pm, to join the House Us Now coalition (Chapel Hill-Carrboro NAACP, CEF, Empowerment Inc., Inter-Faith Council for Social Services, and the Marian Cheek Jackson Center for Saving and Making History) in a rally and march to advocate for affordable housing. Everyone deserves a safe and affordable place to live in Chapel Hill, Carrboro, and elsewhere, regardless of their income. The march will end at the Lincoln Center where there will be food, a live DJ, speeches, and free hair cuts until 5pm!

This month, Imanie would like to highlight the Student Health Action Coalition (SHAC) at UNC. SHAC is a student-run organization that provides free health services to underserved individuals. The clinic sees people by appointment only. To make an appointment, call (984) 538-1031 and leave a message clearly stating your name, phone number, and reason for an appointment. You can request free STI and HIV testing in your message. Someone will call you back to let you know your appointment time. Alternatively, you can request an appointment using this online form. This month, Leah would like to highlight Open Table Ministry’s Street Outreach program. The Street Outreach program works to build relationships with individuals experiencing homelessness and increase their awareness of available services. They provide the following services:
Free store, every Tuesday from 9:30-11:30 am, clothing, personal items, and showers are available at Open Table Ministry, 215 North Church Street, Durham, NC.
Assistance with obtaining identify documents (state IDs, birth certificates, Social Security cards).
Ongoing case management to help clients transitions into housing.
